- Invest Detroit, for example, has established a series of funds (e.g., a Predevelopment Loan Fund, an Urban Retail Fund, a housing fund, a New Markets Tax Credit Fund) that try to match the expectations of private and civic investors with the financing needs of small- and medium-sized firms that serve different market functions in the downtown and midtown area.
